Start with a pilot.Earn the right to scale.

A national opportunity does not need to begin at national scale. A focused pilot can establish the operating framework, evaluate execution, measure performance, and inform whether broader expansion is appropriate.

Each stage should inform the next. Growth should follow demonstrated capability, operational experience, appropriate authorization, and measurable performance.

  1. Align

    Define the framework.

    What are we proposing to evaluate, and under what conditions?

    Agree what the pilot is testing and how it will be judged: the materials in scope, the institutions involved, the import and regulatory questions to be resolved, the storage and documentation expectations, the governance around oversight, and the criteria that would count as success or failure.

  2. Pilot

    Start small enough to observe.

    Can the operating model function within a controlled scope?

    Run a limited programme with a small number of qualified organisations, so that every part of the chain can actually be watched: consignment documentation, customs handling, storage conditions, record keeping, training delivery, distribution and professional oversight.

  3. Measure

    Judge it against what was agreed.

    What evidence and operational learning did the pilot actually produce?

    Assess supply continuity, whether documentation arrived complete and was understood, whether storage conditions held, whether records could be produced on request, how implementation worked in practice, and where the framework created friction.

    A pilot is valuable because it creates evidence.

  4. Expand

    Only where the evidence supports it.

    Does that evidence justify broader participation?

    Use the measured result to decide whether additional organisations, regions or materials should be considered — each one requiring the same qualification, the same documentation and the same authorisation as the first.

    Pilot experience does not create automatic expansion. It informs the next decision.

  5. Scale

    Build only what can be supported.

    Can broader participation be supported without weakening quality, governance, supply or documentation?

    Greater volume is appropriate only where storage, records, training, oversight and supply continuity have demonstrably held at the smaller size. Where they have not, the answer is to fix them or stop, not to grow.

A pilot is not a rollout, and completing one does not commit anyone to the next stage. At every gate the available answers include modifying the framework, repeating the stage, or stopping — and stopping after a pilot that produced clear evidence is a legitimate outcome, not a failure.

    Can the quality, documentation, education and supply framework operate as intended inside Ukraine?

  2. Learn

    What breaks, delays or confuses in real implementation, and what does that cost to fix?

  3. Decide

    Does the evidence support continuing, modifying, expanding — or stopping?

Ukrainian authorities
Decide whether, on what terms and under which import and regulatory requirements any of this may proceed. Nothing described here anticipates that decision.
Qualified Ukrainian organisations
Hold the licences, the storage, the distribution and the professional oversight, and accept the written conditions of supply after documentation review.
Universities and research organisations
Potential participants where research materials, documentation practice and training are relevant to their own work, under their own institutional approvals.
The supplying organisation
Responsible for the materials, the analytical testing records, the lot documentation and the quality system behind them.
Initiative leadership
Proposes the framework, coordinates the discussion and supports implementation planning. It holds no authority to authorise, approve or distribute anything.

The first decision is not whether to scale. It is whether the opportunity is worth evaluating, and under what conditions a pilot could responsibly proceed.

What a first discussion would cover

Government and ministries
Scope, import and regulatory questions, governance, and what evidence a pilot would have to produce.
Healthcare and research institutions
Qualification requirements, documentation review, storage and handling conditions, and what institutional participation would involve. Research materials only; no clinical use is proposed.
Universities and laboratories
Material identity and testing records, documentation practice, training, and how knowledge transfer would work in practice.
Logistics, storage and commercial partners
Cold-chain handling, storage qualification, record keeping, and the domestic operating capability the model would depend on.
